A release requires accepted evidence and the approvals the contract requires. A milestone that has been claimed but not evidenced does not move money, and the position of every held and released amount is visible in the contract workspace with the provider reference attached.

Funds are demonstrably committed and ring-fenced before the first cell is allocated, which de-risks working capital. The evidence a milestone requires is stated in advance, so there is no ambiguity about what has to be submitted to be paid.
